The Republic of Lithuania is one of the most active partners of the region. The Lithuanian Government consistently and initiatively has been taking efficient steps on assistance in problem solving concerning the anti-terrorist operation in the East of the country.
The Honorary Consulate of the Lithuanian Republic in Dnipro carries out systematic work on the development of bilateral relations through interaction, both at the highest level and at the level of experts. Therefore, for effective coordination of practical cooperation in the field of development of rehabilitation service for the soldiers who suffered during the anti-terrorist operation, on October 6-10, 2019, the delegation of Dnipropetrovsk region visited the Republic of Lithuania. Within the framework of the visit, Dnipropetrovsk region team, which immediately implements Lithuanian-Ukrainian projects at the local level, held separate business meetings at the Ministry of Defense of the Republic of Lithuania, the Ministry of Health of the Republic of Lithuania, the Ministry of Foreign Affairs of the Republic of Lithuania, the Embassy of Ukraine and the President office.
The delegation of Dnipropetrovsk region consisting of: Vitaliy Pivnyak – Honorary Consul of Lithuanian Republic in Ukraine (Dnipro), Volodymyr Yurchenko – Deputy Head of Regional State Administration, Vitaliy Lytvyn – Advisor to the Head of Regional State Administration, Nataliya Shulika – Head of the Department for Participants of ATO of Regional State Administration, Sergii Ryzhenko – Chief Doctor of Dnipropetrovsk Mechnikov Regional Clinical Hospital, Andrii Sirko – Head of the Department of Cerebral Neurosurgery No. 2 of Dnipropetrovsk Mechnikov Regional Clinical Hospital, Volodymyr Dubyna – Head of Resuscitation Department No 1 of Dnipropetrovsk Mechnikov Regional Clinical Hospital, Andriy Fomenko – Rector of Dnipropetrovsk State University of Internal Affairs, Kyrylo Nedrya – Head of the Department of Humanities and Psychology of Dnipropetrovsk State University of Internal Affairs arrived in the Republic of Lithuania in order to get experience in creating the 1st programme in Ukraine for comprehensive assistance to injured servicemen in both – physical and psychological rehabilitation.

During the meetings, a number of important decisions were reached in support of Ukraine, development of bilateral cooperation and counteraction to the aggressor state, in particular: the rehabilitation project for the Ukrainian military will be continued in Lithuania. In total, 259 fighters have already undergone this rehabilitation course, among there were almost 150 soldiers from Dnipropetrovsk region; further cooperation of our region with Lithuania was agreed in the framework of the project on the system development of physical and psychological rehabilitation, preliminary agreement was reached to start cooperation of the ATO Museum in Dnipro with Military Museums of Vilnius and Brussel to conduct outreach programmes.

In addition, Lithuanian experts, working with their Ukrainian counterparts, found out that the soldiers who are currently in the war zone lacked psychological help. The same was confirmed by the soldiers during the visit of the delegation of the Republic of Lithuania to Avdiivka, Donetsk region on June 15, 2019. Although psychological assistance is organized systematically, it is often ineffective, according to the military servants. In this regard, the Ministry of Health of the Republic of Lithuania has initiated the creation of a regional on-line center for psychological assistance in Ukraine for those who are directly in the areas of anti-terrorist operation and joint forces operation. The establishment of the aforementioned center is planned at Dnipropetrovsk State University of Internal Affairs. In order to successfully implement the plan of its creation, a visit to a similar center Headquarters Youth Line was made in Lithuanian Republic.

During the visit, the delegates familiarized with the work of the legendary Rehabilitation Center of the Military Medical Service of the Armed Forces of the Republic of Lithuania in Druskininkai and Santaros klinikos Hospital of Vilnius University. Dnipropetrovsk Mechnikov Regional Clinical Hospital team shared their experiences and told both civilian doctors and military medical service ones about their unique experience in rescuing seriously wounded soldiers.

“Despite the limited financial resources, the Republic of Lithuania continues to provide substantial humanitarian, medical, military and technical aid to your country. Lithuania will remain Ukraine's close partner in the international arena and will continue to strongly support its sovereignty and territorial integrity,” the Minister of Foreign Affairs summed up.
During the meeting with the President of the Republic of Lithuania, Gitanas Nauseda, he emphasized that the Lithuanian state had made considerable efforts so that Ukraine could obtain political, economic, expert and military-technical assistance from the EU and other international structures to stabilize the political and economic situation in the country. Mr. President assured that the uncompromising voice of Lithuania will continue to be in favour of Ukraine in the European Union.
The delegation of Dnipropetrovsk region, in its turn, expressed its sincere gratitude to the President for the dialogue, support to Ukraine and readiness to help.
